There are six regional land use plans in Kainuu that are in force at the moment. Below you’ll find short descriptions of these plans in English, with links to the detailed information in Finnish.
A comprehensive regional land use plan covers the whole region and includes all forms of land use.When a regional land use plan only deals with some forms of land use that require a review, it is called a phased regional land use plan.
The comprehensive regional land use plan 2020 of Kainuu was confirmed by the Assembly of Regional Council of Kainuu on 7th May 2007 and by the Finnish Government on 29th April 2009 (decision number YM3/5222/2007). The plan has become legally binding with the decisions of the Supreme Administrative Court on 13th October 2009 and 20th February 2013. The comprehensive regional land use plan 2020 covers the whole Kainuu region and has taken into account all the important land use forms identified during the preparation.
Kainuun maakuntakaava 2020 – Kainuun liitto
The 1st phased regional land use plan of Kainuu deals with the military training area and the surrounding noise areas. The plan was confirmed by the Assembly of Regional Council of Kainuu on 19th March 2012 and by Ministry of the Environment on 19th July 2013 (decision number YM2/5222/2012).
The Supreme Administrative Court dismissed the complaints made against the Ministry of the Environment on confirming the plan on 16th February .2.2015 (Number 384: 2683/1/13 and 2687/1/13).

The phased regional land use plan for commercial units was confirmed by the Assembly of Regional Council of Kainuu on 1st December 2014 and by Ministry of the Environment on 7th March 2016 (decision number YM7/5222/2014). The plan guides location and sizing of large retail units in Kainuu.

The phased regional land use plan for wind energy was confirmed by the Assembly of Regional Council of Kainuu on 30th November 2015 and by Ministry of the Environment on 31st January 2017.
The Supreme Administrative Court dismissed a complaint made against the Ministry of the Environment on confirming the plan on 21st May 2019 (Number 2294, 6425/1/17).
The plan indicates the areas most suitable for utilizing wind power in accordance with national land use objectives in Kainuu.

covering many planning issues in the whole region
The phased regional land use plan 2030 was confirmed by the Assembly of Regional Council of Kainuu on 16th December 2019. The plan deals with The plan addresses regional and community structure, recreation, the transport system, the natural and cultural environment, as well as the use of natural resources and the operating conditions for businesses.
Regarding the new planning solutions indicated in the phased regional land use plan 2030, this plan repeals or partially amends the previous planning solutions of the Kainuu Regional Plan 2020 and includes technical corrections to the 1st phased regional land use plan, the phased regional land use plan for commercial units, and the phased regional land use plan for wind energy.
Kainuun vaihemaakuntakaava 2030 – Kainuun liitto
The phased regional land use plan for wind energy 2035 addresses regionally significant wind turbine areas, changes needed to the markings related to power lines, groundwater areas, and nationally valuable landscape areas. The plan was confirmed by the Assembly of Regional Council of Kainuu on 12th December 2023, thereby repealing the content of formerly confirmed regional plans insofar as changes were proposed in the new plan.
On 12th February 2024 (§ 26), in accordance with § 201 of the Land Use and Building Act, the Regional Board has decided to order the phased regional land use plan for wind energy 2035 to enter into force before the plan has become legally binding.
