One of the ways for the Regional Council of Kainuu to implement the regional programme is by preparing and implementing own projects related to the organisations’ tasks and the focus points of the regional strategy. The organisation may also subcontract such activities, co-finance projects and/ or act as a partner in projects. International regional development policy initiatives are an important instrument for Kainuu.

At the moment, we participate following projects

Spot-lit Project

The project aims at developing Literary Tourism within specific regions across the Northern Periphery and Arctic region. There are two partners from Kainuu region; Regional Council of Kainuu and Kajaani University of Applied Sciences.

Project implementation period: 1.10.2018 -30.9.2021.

Digital Support in Kainuu Project

Digital skills are important for Finnish citizens these days. Therefore, also digital support belongs to all of us. Kainuu is one of the areas that coordinate digital support regionally in Finland.

Project implementation period: 1.11.2019-31.10.2020.

ELMO 2 Kainuu Project

The ELMO 2 Kainuu Project develops action models based on Smart Specialisation within the East and North Finland pilot cooperation and communicates of the many possibilities of Kainuu region.

Project implementation period: 1.5.2019 - 31.12.2021.

Northern Axis -Barents Link (NABL) Project

Regional Council of Kainuu is the lead partner in a two-year project funded by Kolartic CBC Programme, called "Northern Axis - Barents Link (NABL)". The Project aims at improving east-west corridor traffic and cross-border mobility on the Northern Axis and connecting those up to the Arctic Ocean.

Project implementation period: 4.11.2019 - 28.02.2022.

Barents Region Transport and Logistics (BRTL) Project

Regional Council of Kainuu acts as the lead partner in the Kolarctic CBC project with the objective to put the state level multilateral joint strategy document "Joint Barents Transport Plan (JBTP)" in practice the on the regional level.

Project implementation period: 1.11. 2018 - 31.10.2021.

Developing Air Traffic in Northern Finland 2020 Project

"Developing Air Traffic in Northern Finland 2020" is a joint project of the regional councils of Lapland, Northern Ostrobothnia and Kainuu in Finland, planned from the basis of development needs mapped out in the region. Airports of Ivalo, Enontekiö, Kittilä, Rovaniemi, Kemi-Tornio, Kuusamo, Oulu and Kajaani are included in the project.

Project implementation period: 1.10.2018 - 31.12.2020.


The Interreg Europe funded project “Bridges” focuses on the development of bio-economy through cooperation between research and business and the effectiveness of the intelligent specialization strategies of the regions involved. In Kainuu, the project focuses on the development of forest bio economy.

Project implementation period: 1.4.2016 - 31.3.2021.


INNO PROVEMENT project, financed by the Interreg Europe programme, aims at disseminating Industry 4.0 solutions (i.e. good practices related to Fourth Industrial Revolution) in the partner regions.

Project implementation period: 1.6.2018-31.5.2023.

e-MOPOLI Project

e-MOPOLI project, funded by the Interreg Europe -programme, aims at promoting alternative fuel and e-mobility represent as ways to reduce the carbon footprint of economic activities in urban and extra-urban areas.

Project implementation period: 1.6.2018-30.11.2022.

ClimateWise and Environmentally Responsible Kainuu 2040

Under the guidance of Kainuu regional council, the ClimateWise and Environmentally Responsible Kainuu 2040 project will update the environmental and climate objectives of Kainuu region for later use in the regional plan and program.

Project implementation period: 1.2.2020 - 9.4.2021.


Cultural Heritage of Hydropower and Communities in Change (VEKU VAKU) project is highlighting power plants in the Oulujoki and Luleå river watersheds and their communities as a cultural heritage and a diverse resource.

Project implementation period: 1.1.2019-31.12.2021.

CRR -COVID19 Project

The CRR-COVID19 Project “Communities’ response and resilience to corona virus 19” addresses a specifc NPA COVID 19 response call. The project aims to examine the impact, resilience, and responses to COVID19 in the NPA area on a community level. The CRR -COVID19 project is structured into 4 community groups.
